Establishes definitions for "animal-assisted therapy" (goal-directed intervention using animals to aid trauma survivors), "animal-assisted therapy community," and "animal-assisted activity organization"

Requires Commissioner of Children and Families to develop training by January 1, 2014 for DCF employees and mental health providers on the healing value of human-animal bonds, therapy animals in trauma response, and animal-assisted therapy programs

Directs Commissioner of Children and Families to identify a coordinated volunteer canine crisis response team by January 1, 2014, consisting of trained and registered handlers and canines available within 24 hours to provide assistance during traumatic events

Mandates development of a crisis response program by July 1, 2014 utilizing the volunteer canine team to provide animal-assisted therapy to children and youths experiencing trauma and loss
