Redefines utility companies' authority to trim trees by eliminating the requirement to obtain property owner consent, replacing it with a notification and objection process.

Requires telephone, electric, and electric distribution companies to mail written notice to property owners before cutting or trimming trees and provide notice to the Commissioner of Transportation and municipal tree wardens.

Allows property owners to file written objections with the tree warden within ten business days of notice, with the tree warden making a determination within ten business days and appeals available to the Public Utilities Regulatory Authority.

Exempts utilities from notification requirements when trees are in direct contact with energized electrical conductors, show signs of burning, or pose customer-requested threats to electrical conductors, or when trimming vegetation under twelve inches in diameter within the utility clearance zone.

Requires electric distribution companies to establish programs with municipalities to identify hazardous trees and gives municipalities authority to set minimum requirements for cutting or trimming hazardous trees with enforcement provisions.
