Adds definition of "certified homeless youth" as a person aged 15-17 not in parental custody who is homeless as defined by federal law and certified by a school district liaison, emergency shelter director, or runaway/homeless youth program director.

Allows certified homeless youth to obtain certified copies of their birth certificates, a privilege previously limited to individuals over 18 years of age.

Requires certified homeless youth and their certifying official to appear in person at a registrar's office or state vital records office to request a birth certificate, with both parties presenting identification documentation.

Grants emancipated minors the right to access or obtain certified copies of their birth certificates.

Effective date: October 1, 2013.
