Requires all public restrooms to be equipped with paper towel dispensers that are kept stocked with paper towels at all reasonable times.

Applies to persons, firms, or corporations that own or control public restrooms.

Maintains existing requirements that public toilets have locking doors and that at least one free toilet per restroom be available.

Establishes a fine of no more than $500 for failure to comply with public toilet and paper towel requirements.

Takes effect October 1, 2013.
