Effective July 1, 2013, registrars must update voter registry lists when they obtain reliable information of an elector's address change within a municipality.

When the National Change of Address System provides address change information, registrars must notify the elector by forwardable mail and provide a postage-prepaid return form to verify or correct the address.

Electors who move out of the municipality and do not confirm the move in writing must receive notice by May 1st (or after the presidential preference primary in presidential election years) with a return card; failure to respond within 30 days results in placement on the inactive registry list for four years.

Electors may request registration transfers to new addresses within the municipality by submitting a new voter registration application to the registrars.

Registration transfers on election day require consent of each registrar and cannot be made without such approval.
