Requires each town and city to establish a local civil preparedness organization with an emergency plan of operations approved by the commissioner, effective October 1, 2013.

Mandates that emergency plans must include provisions for nonmilitary evacuation of livestock, horses, pets, and service animals, plus temporary sheltering of pets, service animals, and animals trained to assist first responders.

Requires shoreline towns and cities to address emergencies caused by existing liquefied natural gas terminals in their emergency plans, subject to public hearing and General Assembly approval.

Expands the composition of local civil preparedness advisory councils to include representatives from local and state animal humane organizations.
