Requires the Board of Regents for Higher Education and Board of Trustees for the University of Connecticut to submit biennial reports beginning January 1, 2014, comparing administrator positions and compensation.

Defines "administrator" as full-time employees in management occupation classifications according to the U.S. Department of Labor's standard occupational classification system.

Board of Regents must compare salaries, administrator-to-student ratios, and administrator-to-faculty ratios at Connecticut State University System and regional-community technical college institutions against peer public universities nationwide.

Board of Regents must also compare central office administrator salaries with similar state university system central offices in the United States.

Board of Trustees for University of Connecticut must compare administrator salaries and staffing ratios at the university against peer public institutions of higher education nationally.
