Adds the word "registered" before "interior designer" in four sections of Connecticut general statutes (2-71q, 4b-55, 4b-61, and 29-251c) to clarify that only registered interior designers qualify as design professionals or consultants.

Modifies the definition of "design professional services" and "consultant services" to specify that interior designers must be registered to practice their profession under applicable state law.

Updates references to interior designers in provisions governing Joint Committee on Legislative Management design professional hiring, state construction services consultant selection, Capitol preservation projects, and code training and education programs.

All amendments take effect on October 1, 2013.
