Establishes requirements for adults 18 years or older seeking motor vehicle operator's licenses through adult instruction permits, effective October 1, 2013.

Requires applicants holding adult instruction permits to complete at least 10 clock hours of behind-the-wheel, on-the-road instruction with a licensed instructor or qualified individual before license issuance.

Mandates applicants hold an adult instruction permit for at least 90 days before license issuance, or 45 days if they complete a state-approved driving course.

Requires instructors to submit written certification that applicants have successfully completed the required behind-the-wheel instruction when submitting license applications.

Modifies fee structure for the safe driving practices course required for 16-17 year olds, capping fees at $150 when comprehensive knowledge tests are administered (removed previous $125 cap language).
