Effective January 1, 2015, the Commissioner of Motor Vehicles may issue operator's licenses to applicants who cannot establish legal U.S. presence or provide a Social Security number if they submit proof of residency, two forms of primary identity proof or one primary and one secondary form, and file an affidavit attesting to filing or intent to file for immigration status legalization.

Licenses issued under this section shall expire in 3 to 6 years, include a marking stating they are "not acceptable for federal identification purposes," cannot be used for voting, and must bear a "for driving purposes only" restriction.

The Commissioner shall not issue licenses to applicants convicted of felonies in Connecticut and must search the Judicial Department's electronic criminal record system within 30 days of the applicant passing a knowledge test.

Applicants must renew their licenses every three years with personal appearance and proof of residency at time of renewal.

A working group is established to examine methods for verifying foreign documents submitted by applicants, with membership appointed by legislative leaders and including at least two members with expertise in evaluating foreign identification documents; the group shall report findings by February 1, 2014.
