Establishes a working group by January 15, 2014, comprised of state agencies, community organizations, providers, parents, advocates, and healthcare professionals to review the United Nations Convention on the Rights of the Child.

Directs the working group to receive reports on the UN Convention, create state policy goals to prevent children's rights abuses, and implement results-based accountability measures for tracking progress toward convention objectives.

Requires the working group to submit findings to the General Assembly by January 15, 2015, and urge Congress to ratify the UN Convention on the Rights of the Child.

Terminates the working group on January 15, 2015.

Takes effect July 1, 2013.
