Establishes the School Paraprofessional Advisory Council effective July 1, 2013, with specified membership including one school paraprofessional representative from each state-wide bargaining organization representing paraprofessionals with instructional responsibilities

Adds council members including one representative from each exclusive bargaining unit for certified employees, the most recent Connecticut Paraprofessional of the Year Award recipient, two regional educational service center representatives appointed by the Commissioner of Education, and a school administrator appointed by the Connecticut Federation of School Administrators

Requires the council to hold quarterly meetings and advise the Commissioner of Education at least quarterly on professional development needs, training effectiveness, staffing strategies, and other paraprofessional-related issues

Mandates the council submit an annual report to the joint standing committee of the General Assembly having cognizance of education matters detailing recommendations provided to the commissioner
