Department of Education shall conduct a comprehensive study of alternative school programs offered by local and regional boards of education, examining enrollment criteria, curriculum, school day/year length, attendance rates, truancy rates, graduation rates, and student academic performance.

Study must evaluate each alternative school program and assess compliance with General Statutes sections 10-15, 10-16, and 10-16b; local and regional boards of education must provide all related information to the department.

"Alternative school program" includes five categories: alternative school programs under section 10-220, alternative educational opportunities under sections 10-19m, 10-69, and 10-233d, alternative programs under sections 10-4p, 10-263c, and 10-266q, alternative schools under section 10-94e, and alternative high schools under sections 10-220d and 10-223h.

Department of Education must submit a report with study findings and legislative recommendations to the joint standing committee on education by February 1, 2014, including recommendations on definitions, enrollment requirements, school day/year length, curriculum, and graduation requirements for alternative school programs.
