Adds new subsection (g) to Section 10-221 requiring local and regional boards of education to either develop a student activity fee exemption policy or prohibit charging fees to students who demonstrate inability to pay for extracurricular activities.

Student activity fee exemption policies must include criteria and standards for eligibility and identify which student activity fees and extracurricular activities qualify for exemptions.

If no exemption policy exists, boards of education cannot charge student activity fees to any student unable to pay for participation in extracurricular activities.

Updates existing language in Section 10-221 to replace "pupils" with "students" and "boards" with "each local and regional board" for consistency and clarity.

Effective July 1, 2013.
