Repeals "false statement in the first degree" and renames it to "false statement on a certified payroll," keeping it as a class D felony with the same elements of intentionally making false written statements on certified payrolls to mislead contracting authorities or the labor commissioner.

Repeals "false statement in the second degree" and renames it without degree designation, establishing it as a class A misdemeanor for intentionally making false written statements under oath or on authorized forms with intent to mislead public servants in official functions.

Updates section 7-294d regarding police officer certification to reference the amended "false statement" statute (53a-157b) as grounds for certificate cancellation or revocation, effective October 1, 2013.

Updates section 22a-376 to reference the amended false statement and perjury statutes (53a-156 and 53a-157b) for violations involving false statements in environmental permit applications and records, effective October 1, 2013.
