Reduces enhanced drug offense penalties near schools and day care centers from 1,500 feet to 200 feet of the property perimeter, effective October 1, 2013.

Changes drug paraphernalia violations near schools to require specific intent to violate the law at that location, and exempts enrolled students from enhanced penalties.

Adds public housing projects as a protected location for enhanced drug sale penalties (three-year minimum consecutive sentence), alongside existing protections for schools and day care centers.

Requires child day care centers to be identified by a conspicuous sign to qualify for enhanced penalty protection under the law.

Adds overdose good samaritan protections that shield individuals from drug possession charges when seeking medical assistance for overdoses, excluding cases during arrest warrant execution or lawful searches.
