Requires the Commissioner of Social Services, Chief State's Attorney, and Attorney General to submit a joint annual report beginning January 1, 2015, detailing efforts to prevent fraud, abuse, and errors in the Medicaid payment system and recovery of overpayments.

Department of Social Services must provide data on Medicaid audits and investigations including number completed, overpayments identified and recovered, referrals made, investigation timelines, and provider suspensions.

Chief State's Attorney and Attorney General must report on Medicaid investigations opened, case dispositions, monetary recoveries by action type (criminal charges, settlements, judgments, civil penalties), and declined referrals with reasons.

Joint report must include third-party liability recovery information for the previous three-year period, including claims billed, amounts collected, denials, and estimated cost avoidance.

Department of Social Services must assess feasibility of expanding its Medicaid audit program and analyze third-party liability contractor recovery procedures, submitting findings by January 1, 2014.
