Requires short-term acute care general and children's hospitals to report annually to the Office of Health Care Access by February 28th, including salaries for ten highest-paid positions and information about joint ventures, partnerships, subsidiaries, and related corporations.

Directs the Department of Public Health to adopt regulations requiring hospitals to report on parent corporations, entities they own more than 50% of, and partnerships where they hold greater than 50% interest.

Requires nonprofit hospitals to report all transfers of assets, operations, or changes of control of clinical or nonclinical services to for-profit entities.

Imposes new reporting requirements on for-profit hospitals including: offices maintained outside the United States, employees residing abroad, financial transactions exceeding $5,000 conducted outside the U.S., management company payments, tax abatements claimed, planned expansion projects, and use of surplus revenue.

Requires other hospitals not subject to the above provisions to file audited financial statements by the last business day of the fifth month following their fiscal year end.
