Commissioner of Public Health may establish a pilot program in one or more geographic areas to implement medical orders for life-sustaining treatment by health care providers.

Commissioner may establish an advisory group of health care providers including physicians, advanced practice registered nurses, physician assistants, emergency medical service providers, patient advocates, hospital representatives, and long-term care facility representatives.

Participation by health care institutions, emergency medical services organizations, physicians, and advanced practice registered nurses in the pilot program is voluntary.

Patient participation in the pilot program is voluntary and must be documented in writing, signed by the patient or legally-authorized representative, and maintained by the health care provider.

The pilot program shall terminate no later than October 1, 2014, with the Commissioner able to submit a report to the Governor and relevant joint standing committee upon termination.
