Grants fire chiefs and fire officers-in-charge at University of Connecticut Storrs, University of Connecticut Health Center, and Southbury Training School authority to control and direct emergency activities at fires, service calls, or other emergencies at these facilities, effective October 1, 2013

Authorizes fire chiefs at these facilities to order any person to leave buildings or nearby areas during emergencies to protect them from injury

Provides fire chiefs at these facilities with all authority granted under Connecticut General Statutes section 7-313e, notwithstanding any conflicting state statute or municipal ordinance

Amends section 15-101ww to expand fire chief authority at Bradley International Airport to include control of emergency activities, evacuation orders for people near aircraft and buildings, and all powers under section 7-313e
