Establishes a "certified clean marina" program for facilities meeting voluntary Department of Energy and Environmental Protection standards that exceed regulatory compliance for pollution minimization in boat maintenance, fueling, and facility management activities.

Grants certified clean marinas priority ranking for state grants-in-aid for sediment, dredging, and dredge disposal projects, plus an additional 10% grant equal to 10% of project costs.

Certified clean marinas remain eligible for priority grant ranking for up to five years from the program's effective date or their most recent certification, whichever is later.

Allows municipalities and federal or state agencies acting on behalf of municipalities to enter into contracts with the state for harbor improvement project grants approved by the Commissioner of Transportation.

Requires the Commissioner of Transportation to submit applications for state financial assistance to the Commissioner of Energy and Environmental Protection for written review and findings.
