Creates a certificate of eligibility system requiring renewable energy facilities and conservation programs to apply with the Public Utilities Regulatory Authority, with a $500 nonrefundable application fee, effective October 1, 2013.

Prohibits facilities without valid certificates from earning or selling renewable energy credits and establishes civil penalties for fraud, false information, or transacting credits when not eligible, with penalties equal to alternative compliance payments owed by affected suppliers.

Reduces alternative compliance payments from 5.5 cents to 3.1 cents per kilowatt hour for electric suppliers and distribution companies that fail to meet renewable portfolio standards.

Allows renewable energy credits to be used for compliance in the year generated and the following two years, extending the useful life of credits from previous years.

Requires all market participants purchasing or selling Connecticut-certified renewable energy credits to disclose transaction details monthly to the authority, including source, purchaser/seller name and location, date, and purchase price.
