Repeals prior regulations requiring stage II gasoline vapor recovery systems at new and existing gasoline dispensing facilities and substitutes new requirements for decommissioning instead.

Requires owners of all gasoline dispensing facilities to decommission any installed stage II vapor recovery equipment by July 1, 2015, in accordance with Petroleum Equipment Institute standards.

Prohibits installation of new stage II vapor recovery systems at gasoline dispensing facilities on or after the effective date of this act.

Requires owners of gasoline dispensing facilities with stage I vapor recovery systems to conduct annual pressure decay integrity tests and notify the Commissioner of Energy and Environmental Protection at least seven business days before each test.

Defines key terms including "decommission," "gasoline dispensing facility," "pressure decay test," "stage I vapor recovery system," and "stage II vapor recovery system."
