Amends water quality regulations to include The University of Connecticut at Storrs as a "water company" subject to existing water supply and quality standards effective October 1, 2013.

Requires UConn to map all areas of contribution and recharge areas for existing wells in stratified drift aquifers at level B by July 1, 2014, and at level A within three years of adoption of a model municipal aquifer protection ordinance.

Establishes a three-class land classification system for UConn-owned lands similar to other water companies, with Class I lands (most sensitive) including areas near reservoirs, wells, and recharge zones, Class II lands on drinking supply watersheds, and Class III lands for unimproved land outside watershed areas.

Requires UConn to obtain written permits from the Commissioner of Public Health before selling, leasing, or changing the use of watershed lands, with Class I land receiving the most restrictive protections.

Applies existing water supply plan filing requirements and consumer information standards to UConn's water operations.
