Establishes a task force to investigate whether food stores in Connecticut engage in price gouging when federal supplemental nutrition assistance program funds are released to low-income recipients.

Task force shall compare prices of milk, bread, meat, and other food items in the seven days before and after fund releases using consumer reports verified with dated receipts and store advertisements, and analyze other factors contributing to price increases.

Task force comprises 11 members including two SNAP recipients, two Connecticut Association for Community Action representatives, four legislative leaders, the Commissioners of Consumer Protection and Social Services, and a Connecticut Food Association representative.

First meeting must be held no later than 60 days after the bill's effective date, with all appointments completed within 30 days.

Task force shall submit findings and recommendations to the joint standing committees on human services and consumer protection by January 1, 2014, and shall terminate upon submission or January 1, 2014, whichever is later.
