Requires the ultimate controlling person of each insurance company subject to registration to file an annual enterprise risk report with the lead state commissioner in a form prescribed by the commissioner.

Changes filing deadline to June 1st annually for the previous calendar year, beginning in 2014.

Designates enterprise risk reports as confidential, privileged, and exempt from disclosure under public records laws, subpoena, discovery, and civil litigation admissibility.

Permits the commissioner to publish all or part of a report without the filer's consent only after determining that policyholders', securityholders', or the public's interests would be served, with prior notice and opportunity to be heard.

Authorizes the commissioner to use enterprise risk reports in regulatory or legal actions undertaken as part of official duties.
