Establishes a mediation program administered by the Insurance Department for insurance claims arising from catastrophic events where the Governor declares a state of emergency, covering personal risk policies, condominium association master policies, and unit owners' association policies with disputed amounts of $5,000 or more.

All insurers licensed to write the specified lines of insurance must participate in the mediation program; insurers pay the mediation fees to the designated entity within ten business days of invoice.

Requires mediation procedures to include written confidentiality agreements, written settlement agreements on commissioner-approved forms, and a five-business-day rescission period for insureds before settlement becomes binding.

Persons performing repairs, remediation, or mitigation must provide insureds with written notice of scope of work and estimated price, and must disclose in contracts that insureds have the right to be named as joint payees on insurance payments.

Prohibits repair and remediation contracts from including provisions that create powers of attorney or waive insureds' legal rights; contracts failing to comply with these requirements are void.
