Establishes a Task Force on Family Medical Leave Insurance effective July 1, 2013, to study the feasibility of an insurance program providing short-term benefits for workers unable to work due to pregnancy/birth, non-work-related illness or injury, or need to care for seriously ill family members.

Task force membership includes legislative committee chairs and ranking members, state officials (Insurance Commissioner, Labor Commissioner, State Comptroller, executive director of Permanent Commission on the Status of Women), and 15 public members representing diverse stakeholders including disability rights, labor organizations, small businesses, insurance industry, and healthcare providers.

All appointments must be completed by July 31, 2013, with the first meeting held no later than September 1, 2013, chaired by the executive director of the Permanent Commission on the Status of Women.

Task force must submit findings and recommendations to the joint standing committee on labor and public employees no later than October 1, 2014, then terminates.
