Adds sick building syndrome and building-related illnesses to the definition of occupational diseases covered under workers' compensation, effective October 1, 2013.

Defines "sick building syndrome" as illness or health problems in employees directly attributable to the presence of mold, fungi, or other allergens on the employer's premises.

Expands the definition of compensable injuries to include illnesses arising from exposure to contaminants in workplace buildings.

Modifies state employee disability retirement provisions to include illnesses such as sick building syndrome contracted during performance of state employment duties.

Applies retroactively to cover employees who became disabled from building-related illnesses while in state service.
