Adds owner-operators of motor vehicles with gross vehicle weight rating over 10,000 pounds to exemptions from unemployment insurance coverage, provided they own or hold a commercially reasonable lease on the vehicle.

Extends exemption to owner-operators of motor vehicles under 10,000 pounds who work in the messenger courier industry.

Requires that owner-operator compensation be based on factors related to work performed such as mileage rates, percentage of rate schedules, or hours expended.

Permits owner-operators to refuse work and accept work from multiple contracting entities without consequence, while allowing single-entity arrangements.

Exemption does not affect applicability of workers' compensation provisions under chapter 229.
