Requires local and regional school boards to establish or participate in adult education programs providing instruction in Americanization, U.S. citizenship, and English for limited English proficiency adults, as well as elementary and secondary school completion programs.

Authorizes school boards to offer college preparatory classes for adults with high school diplomas or equivalents who need developmental education to enroll in higher education, with boards permitted to charge fees for these classes.

Establishes minimum credit requirements for adult education diplomas: 20 total credits including 4 in English, 3 in mathematics, 3 in social studies (including American history and civics), 2 in science, and 1 in arts or vocational education.

Allows school districts to award adult education credits for experiential learning (military service, occupational experience, community service), completion of college courses, subject matter tests demonstrating prior learning, and independent study projects.

Directs the State Board of Education to adopt regulations establishing standards and procedures for awarding adult education credits for various learning experiences and prior competencies.
