Relocates the Office of Workforce Competitiveness from the Labor Department to the Office of Policy and Management, effective October 1, 2013.

Designates the Office of Workforce Competitiveness as the Governor's principal workforce development policy advisor and lead state agency for employment and training strategies supporting Connecticut's knowledge economy.

Requires the Office of Workforce Competitiveness to submit annual forecasted assessments of workforce shortages to the Governor and relevant legislative committees, with recommendations for addressing identified workforce needs through education and industry partnerships.

Transfers oversight responsibilities from the Labor Commissioner to the Office of Workforce Competitiveness for multiple workforce programs, including career ladder advisory committees, technical high school industry advisory committees, film industry workforce training, and early childhood education credentialing.

Repeals section 31-2d of the general statutes and modifies references in education statutes to reflect the Office of Workforce Competitiveness's expanded role in identifying workforce shortage areas.
