Establishes searchable electronic databases on the Department of Economic and Community Development's website by January 1, 2014, to post information on tax credits, abatements, grants, loans, and other economic assistance programs for business recruitment and retention.

Requires databases to include recipient names and locations, amount of state funds expended, type of assistance, jobs created or retained, compliance status with conditions, and analysis of net economic benefit and tax impact, with data covering fiscal years ending June 30, 2008 and later.

Mandates the Commissioner of Revenue Services to develop a plan by January 1, 2014, for periodic reporting and posting of overall incidence analysis for each state tax generating $100 million or more in annual revenue.

Requires the legislative Office of Fiscal Analysis and Office of Policy and Management to post all line item appropriations from state budget acts in downloadable database format within 30 days of passage.

Amends the Comptroller's annual financial reporting requirements to include posting financial tables from the annual report on the Comptroller's website in downloadable database format.
