Adds "homelessness" to the protected classes under Connecticut's intimidation and bigotry laws, alongside race, religion, ethnicity, disability, sexual orientation, and gender identity.

Defines "homeless" or "homelessness" as lacking a fixed, regular and adequate nighttime residence, excluding recreational camping, residence in shelters or halfway houses, and protest participation.

Expands intimidation based on bigotry or bias in the first degree (class C felony) to include acts motivated by a person's actual knowledge that the victim is homeless.

Expands intimidation based on bigotry or bias in the second degree (class D felony) to include acts motivated by a person's homelessness, covering physical contact, property damage, or threats.

Expands intimidation based on bigotry or bias in the third degree (class A misdemeanor) to include acts motivated by a person's homelessness, covering property damage and threats.
