Excludes The University of Connecticut Health Center from the state grant in lieu of taxes program, except that the portion of John Dempsey Hospital used as a permanent medical ward for prisoners remains subject to existing tax provisions, effective July 1, 2013 for assessment years beginning October 1, 2013.

Increases the grant percentage for nutrient removal projects funded on or after July 1, 2012 from 30 percent to 50 percent of eligible costs, with a 20 percent grant for non-nutrient removal costs and loans for the remainder.

Applies the increased 50 percent nutrient removal grant rate to projects under design or construction on July 1, 2012, and previously constructed projects lacking permanent Clean Water Fund financing as of that date.

Maintains existing Clean Water Fund loan terms at 2 percent annual interest with allowance for early repayment without penalty, effective July 1, 2013.
