Establishes a task force to study the scope of practice for dental hygienists, including review of dentist and dental hygienist scopes, education and training requirements, and potential licensure for advanced dental hygiene practitioners or mid-level dental professionals

Task force comprises 9 members: one dental hygienist, one dentist, one dental hygiene program representative, one public health facility representative, one nursing home facility representative, one physician with dental medicine experience, the Commissioner of Public Health or designee, and representatives from the Connecticut State Dental Association and Connecticut Dental Hygienists' Association

Appointments must be made within 30 days of the effective date, with the Speaker of the House and President Pro Tempore of the Senate selecting the chairperson

First task force meeting must be held within 60 days of the effective date

Task force must submit findings and recommendations to the joint standing committee on public health no later than December 1, 2014, and shall terminate on that date or when the report is submitted, whichever is later
