Repeals and replaces Section 19a-25f of the general statutes effective July 1, 2013, concerning disclosure of personally identifiable information to the Connecticut Health Information Network.

Allows state agencies participating in the Connecticut Health Information Network to disclose personally identifiable information to the network administrator and subcontractors for network development, verification, data integration, and aggregation purposes.

Prohibits disclosure of personally identifiable information if it would violate federal law, including HIPAA, FERPA, and the Social Security Act.

Requires the Connecticut Health Information Network administrator and its subcontractors to maintain confidentiality and not disclose personally identifiable information.

Expands coverage to include Chapter 567 in addition to previously referenced chapters governing the disclosure restrictions.
