Commissioner of Emergency Services and Public Protection is authorized to award a civilian medal of honor to state citizens for valorous and heroic deeds in saving lives or for injury, death, or threat thereof in service to the state, community, or for health, welfare, or safety of others.

Public members may submit recommendations for the medal in a form and manner prescribed by the commissioner.

A nine-member selection board reviews recommendations and nominates candidates, consisting of appointees from the Governor, Commissioner of Emergency Services and Public Protection (2 members), President pro tempore of Senate, Speaker of House, majority and minority leaders of both chambers.

The Governor's appointee serves as board chairperson and must convene meetings at least once per calendar year.

The commissioner makes final award decisions based on the selection board's nominations and awards the medal to those deemed deserving.

Act takes effect October 1, 2013.
