Commissioner of Social Services shall conduct a study of programs for children and families offered by the Department of Children and Families in consultation with the Commissioner of Children and Families, effective July 1, 2013.

Study must assess whether current Department of Children and Families programs meet the needs of children and families and determine what programmatic or legislative changes are needed to better protect and serve them.

Commissioner of Social Services must submit a report on study results to joint standing committees having cognizance of children and human services matters no later than July 1, 2014.

Report may include commissioner's recommendations for addressing identified gaps in service provision and improving access to services.
