Commissioner of Social Services, in consultation with the Department on Aging, shall conduct a study of nursing homes effective July 1, 2013, to determine if the state has a sufficient number of nursing homes and whether services meet long-term care needs.

Study must include analysis of nursing home population changes annually for the five fiscal years starting July 1, 2009, state budget expenditures on nursing home care during those years, and whether programmatic or legislative changes are needed.

Commissioner of Social Services must submit study results and recommendations to the joint standing committees on aging and human services no later than July 1, 2014, and may include recommendations for addressing service gaps and improving access to services.
