Commissioners of Public Health and Social Services, in coordination with the Behavioral Health Partnership Oversight Council, shall conduct an assessment of integrated system of care needs for children and young adults ages 18-26, effective July 1, 2013.

Assessment shall include a survey of physicians and mental health professionals regarding projected care needs over five fiscal years, current service gaps, barriers to care, and recommendations for better integrating health care services.

Assessment shall inventory existing behavioral and psychiatric health services for children and young adults compared to projected five-year needs, and analyze the success of the Department of Social Services' person-centered medical home initiative.

Commissioners and council are authorized to raise funds, apply for grants, accept contributions, enter contracts, and hire consultants to carry out assessment duties, including seeking funding under the Affordable Care Act.

Commissioners of Social Services and Public Health shall report findings and recommendations to joint standing committees of the General Assembly on human services, insurance, and public health by July 1, 2014.
