Establishes a monthly fee requirement for "covered employers" (businesses with at least 250 employees, including at least 100 in Connecticut) effective October 1, 2013.

Covered employers must pay a fee for each employee who receives or whose family receives HUSKY Plan Part A or Part B assistance, calculated as the average annual cost of employer-purchased commercial health coverage divided by 2,080, multiplied by hours worked in the previous month.

Fees must be collected by the Commissioner of Social Services within 60 days after each calendar month in which fees were assessed.

Commissioner of Social Services shall adopt regulations to determine and collect the fees.

Attorney General may investigate violations and bring civil actions against non-complying covered employers in Hartford Superior Court, with investigation information exempt from public disclosure.
