Secretary of the Office of Policy and Management shall review social service programs administered by all state agencies effective July 1, 2013.

Review must evaluate cost and effectiveness of each program relative to others, importance of services to recipients, likelihood recipients could access similar federal/local/private services, and effects of phasing out or eliminating programs.

Secretary must submit findings and recommendations to the joint standing committee on appropriations not later than January 1, 2014.
