Repeals the pilot program for determining adequate yearly progress in Bridgeport, Hartford, and New Haven school districts that was scheduled to expire June 30, 2013.

Establishes permanent requirement for the Department of Education to calculate district performance indices for alliance districts using data from schools under the board of education and state or local charter schools, effective July 1, 2013.

Requires mutual agreement between the local board of education and charter schools for inclusion of charter school data in district performance calculations, with terms approved by the State Board of Education.

Requires the Department of Education to report district performance index results to the joint standing committee on education by October 1, 2014, and annually thereafter.
