Modifies interdistrict magnet school grant payments and audit requirements, requiring magnet school operators to submit both individual school and aggregate financial audits to the Commissioner of Education effective July 1, 2013.

Expands student identifier requirements to include state-assigned student identifiers on all official student documents (transcripts, report cards, attendance records, disciplinary reports, withdrawal forms) maintained by local and regional boards of education.

Requires public and independent institutions of higher education receiving state funding to track state-assigned student identifiers of in-state students from public schools through graduation or enrollment termination.

Establishes school security infrastructure grant program for fiscal years 2013-2015 to reimburse towns for security improvements at schools, with reimbursement percentages ranging from 20-80% based on town wealth rankings and prioritizing schools with greatest security needs.

Permits alternative route to certification programs for school administrators to accept candidates with 40 school months supervisory/managerial experience and 10 school months holding a professional educator certificate, in addition to the standard teaching experience requirement.

Allows boards of education to award diplomas to World War II and Korean War veterans who left high school to serve in the armed forces, and to civilians who left school to work on war efforts during World War II and have been state residents for at least 50 consecutive years.
