Allows town clerks and registrars to mutually agree to deliver ballots at a later time than the standard schedule, provided delivery occurs no later than 8:00 p.m. on election day, primary day, or referendum day.

Maintains the standard delivery time of 10:00 a.m. to 12:00 noon on election day for ballots received by 11:00 a.m. the day before, unless an alternative time is agreed upon.

Permits delivery of ballots received after 11:00 a.m. the day before an election to be delivered at 6:00 p.m. on election day, or at a mutually agreed time no later than 8:00 p.m., upon registrars' request.

Requires absentee ballots received after 11:00 a.m. the day before an election to be sorted by voting district and retained separately by the clerk until delivered to registrars.

Makes gender-neutral language changes by replacing "him" with "the clerk" in references to the municipal clerk.
