State Elections Enforcement Commission may establish a pilot program to assist town clerks in up to 20 municipalities with campaign finance filing repository duties under section 9-603 of the general statutes, subject to available appropriations.

Town clerks may apply to participate if directed by their town's legislative body, and selected municipalities will implement a plan transferring some or all filing repository duties to the Commission.

Commission may waive late filing fees for candidates and treasurers in participating municipalities, notwithstanding provisions of section 9-623.

Pilot program terminates on December 1, 2015.

Commission must conduct a study analyzing municipal costs to maintain filing repositories and town clerk capacity to assist with centralized duties, with findings and legislative recommendations due to the joint standing committee on elections by February 1, 2016.
