Repeals and replaces Section 13a-49 of the general statutes regarding municipal discontinuance of highways and private ways, effective October 1, 2013.

Allows town selectmen to discontinue highways or private ways in entirety or in part, subject to majority vote at a town meeting, except for highways laid out by court or General Assembly or within cities or boroughs.

Requires selectmen to provide written notice to all property owners bordering the discontinued highway or private way in the manner prescribed by Section 13a-73(b) and file a copy of the notice with the town clerk.

Permits aggrieved persons to apply to Superior Court for relief regarding discontinuances, with procedures established in Section 13a-62.

Allows any person to petition the court if selectmen fail to act on a discontinuance request for land dedicated but not actually used as a highway within twelve months of presentation.
