Allows municipalities to impose penalties for violations of ordinances regulating dirt bikes on public property, with maximums of $1,000 for first violation, $1,500 for second violation, and $2,000 for third or subsequent violations (effective October 1, 2013)

Defines "dirt bike" as a two-wheeled motorized recreational vehicle designed for unimproved terrain and not for highway travel, excluding all-terrain vehicles and motor-driven cycles

Authorizes municipalities to regulate dirt bike operation including hours of use and zones of use on public property

Amends existing law to add identical penalty provisions for municipal ordinances regulating snowmobiles and all-terrain vehicles, with the same tiered penalty structure
