Establishes a nursery facility at Connecticut Correctional Institution, Niantic for infants born to incarcerated women awaiting trial or serving sentences of 18 months or less, effective July 1, 2013.

Commissioner of Correction may set eligibility criteria for nursery placement, including requirements that mothers participate in programs, education, counseling, or other activities.

Modifies existing statute (18-69) to change placement planning period from unspecified to not exceed 60 calendar days, or up to 18 months if infant remains in the nursery facility under section 1.

Requires cooperation between the warden and Department of Children and Families to establish regulations; allows mothers to request administrative review of placement decisions.

Amends statute 18-69a (effective October 1, 2013) to extend the maximum sentence term for eligible mothers from one year to 18 months and clarify procedures when infants are not placed in the nursery facility.
